Add Typed SSH Service Controls

Browse Source 
Provide admin-only SSH status plus generation-safe start, stop, and
single-session disconnect operations through the bounded dispatcher.
Include
Settings UI coverage, lifecycle safeguards, and host-side regression
tests.
